Purchasing

The Purchasing Division of the Finance Department is responsible for providing centralized procurement services and warehouse operations to effectively support the City organization in compliance with state and local regulations. The Purchasing Office is located at 331 South Franklin on the 4th floor of the Frederick Turnage Administrative Complex. Office hours are 8:30 am through 5:00 pm Monday through Friday.

Purchasing Staff:
  • Candice Kirtz - Purchasing Manager, 252-972-1228
    Manages all Purchasing Office functions for both formal and informal bids and processes them according to N.C.G.S. requirements, MWBE Policy and Procedures and Bid Specifications for award.

  • Ramona Plemmer - Purchasing Technician, 252-972-1226
    Receives and formats bid specifications for the formal bid process for all City Departments ensuring bid advertisements are publicized and that potential bidders receive the bid specifications as requested.

  • Aaron Harris - MWBE Coordinator, 252-972-1236
    Supports the administration of the Minority Women Business Enterprises (MWBE) program by implementing outreach strategies, assisting minority and women-owned businesses, monitoring and evaluating program participation, and providing guidance to vendors, staff, and contractors.

  • Debra Harris - Purchasing Clerk, 252-972-1227
    Acts as a liaison on informal purchases for the following departments: Finance, Business and Collection Services, Technology Services, Human Relations, Parks and Recreation, City Clerk Office, City Manager's Office, and Energy Resources.

  • Cheryl House - Purchasing Clerk, 252-972-1229
    Acts as the liaison on informal purchases for the following departments: Fire, Police, Human Resources, Development Services, Public Works, Water Resources and Community and Business Development.
