Meet the City Manager

Rochelle Small-Toney

Rochelle D. Small-Toney was appointed the city manager of Rocky Mount on July 3, 2017. Small-Toney is a native of Wilmington, N.C. and is a 1978 and 1981 graduate of the University of North Carolina at Chapel Hill. She received both a Bachelor of Arts degree and a Master of Public Administration from the institution.

Small-Toney is the first female city manager for Rocky Mount. She has also braved other firsts, such as being the first female African-American to ever play women's basketball at UNC Chapel Hill. Prior to joining the city of Fayetteville, she worked as city manager for the city of Savannah, Ga., becoming Savannah's first African-American and first female city manager. There, Small-Toney managed a $283 million annual budget and a $175 million five-year Capital Improvement Program.

Small-Toney's other professional experience includes serving as assistant city manager in Danville, Va. and Charlottesville, Va.; assistant to the city manager for budget and management analysis in Danville, Va.; and budget analyst and personnel analyst for the city of Wilmington, N.C.

Small-Toney is recognized as an ICMA (International City/County Management Association) Credentialed manager. She is also a member of the National League of Cities and the North Carolina City and County Management Association.

The City Manager's Office

The city manager is the chief executive officer for the city of Rocky Mount. Operating under the council-manager form of government, the city manager provides oversight for all departments, ensures that departments carry out the city's mission, vision and values, and has the responsibility of carrying out policy decisions enforced by the mayor and members of the city council.

The city manager is assisted by two assistant city managers. Their responsibilities include overseeing the city's various departments and ensuring that the department's projects and daily activities coincide with the city's organizational goals of excellent public service, excellent customer service and innovation. Each assistant city manager provides direction to their assigned areas as follows:
