Applications & Permits
The North Carolina Building Code requires that a building or construction trade permit be obtained prior to the construction, repair or alteration of a residential or commercial structure. The City of Rocky Mount's Land Development Code (LDC) further requires that a zoning permit be obtained for those land development activities not covered by the State Building Code. The permitting and associated inspection process ensures that structures are well-constructed and safe for their occupants as well as protects the value of the buildings and homes.
The type of permit required for a project is subject to the proposed type of construction or development work. For many projects, only one permit is required. The person authorized to obtain a permit is established by the North Carolina General Statutes and the City's Ordinance. All permitted construction and development projects require inspections. Inspections ensure that the project is completed per the description on the permit and in compliance with applicable codes. It is the responsibility of the permit holder to schedule the required inspections through the project's progress. Upon completion of the project, the final inspection is scheduled and performed, and a certificate issued stating the project is code compliant.
Permit applications are available online. Applications should be submitted by email to [email protected].
Each inspector handles interpretations or technical inquiries. Justin Floyd, Inspections Administrator, handles detailed interpretations. For all other interpretations you may contact the North Carolina Department of Insurance (NC DOI) for an informal interpretation. Formal interpretations must be requested in writing.
The new code books are available online at iccsafe.com or to walk-in customers at the NC DOI office in Raleigh, located at 325 N Salisbury Street.
