Traffic Engineering

In the city's effort to provide the citizens of Rocky Mount a more responsive and quality service, the traffic engineering responsibilities are handled by the city's Traffic Division and include the following:

Signal System

The city operates and maintains a Computerized Traffic Signal System encompassing 138 signals (127 owned by the NCDOT). The system includes 60+ miles of fiber optic cable, 20 CCTV cameras, and solid state equipment.

Emergency Preemption

The city provides an emergency vehicle preemption system for faster response times for city fire trucks. To report a bulb failure, maintenance problem or have questions about signal operations, call 252-972-1132.

Traffic Signs

Traffic signs are maintained on all public streets by the city's Traffic Division. Only standard signs identified in the Manual on Uniform Traffic Control Devices (MUTCD) or the NC Department of Transportation (NCDOT) Sign Supplement are considered for use on public streets. There are three types of traffic signs:

  • Regulatory: Informs road users of traffic laws or regulations such as stop, speed limit, and no parking.

  • Warning: Alerts road users of unexpected conditions on or adjacent to a street and may require a reduction of speed. Examples of conditions that may require warning signs are curve, stop ahead, and pedestrian crossing.

  • Guide: Directs road users to cities, towns, or other important destinations. Examples include street names, route markers, and distance signs.

Traffic Calming

The Traffic Division handles concerns regarding speeding, cut-through traffic, and neighborhood traffic safety on city maintained residential streets. As there are both city maintained and state maintained streets within the city limits, all inquiries related to state maintained roadways will be referred to the NCDOT Division 4 Office. The Residential Traffic Management Policy explains the process to submit requests for evaluation and the potential traffic calming measures that the city may utilize, such as:

  • Speed Radar Trailer

  • 25 MPH Speed Limit

  • Edgeline Pavement Markings

  • Four-Way Stop

  • Additional Speed Limit or Warning Signs

Traffic Counts

Traffic counts are taken for a variety of reasons such as level of service, roadway capacity, and intersection timing as well as others.There are two types of traffic counts taken by the city:

  • Roadway Counts:Typically taken by installing tubes across the roadway over multiple days to get a directional and total average of traffic volume passing a specific point.

  • Turning Movement Counts: Typically taken by personnel located at a signalized intersection for a 12-hour period. This type of count gives a breakdown of traffic for each movement as well as intersection total.

Sight Obstructions

City staff will investigate reports of sight obstructions and determine the need for vegetation removal. If vegetation is determined to be obstructing a motorist's view at an intersection, a Traffic Division employee will leave a notice for the property owner to trim or remove the vegetation.
